Practice and Exploration of Legislation Relating to Protection and the Proper Use of the World’s Canals

On the afternoon of October 12, the Forum on Canal-related Legislation, a sub-forum of the 2018 World Canal Cities Forum, was held in Yangzhou, China, and raised relevant legislative considerations for the development, protection and usage of the Grand Canal Cultural Belt.

Almost one hundred managers, legal experts and scholars associated with canals from China, the United States, and Ireland conducted in-depth discussions on the legislative concepts and practical explorations of canal heritage, cultural relics and water environmental protection at the forum.

Participants shared their mature experience in canal-related legislation, and advocated developing and implementing the Regulations on the Protection of the Grand Canal, which is designed to improve the administration of the whole basin, the allocation of water resources, the protection of ecosystems, the establishment of diverse local ecosystems, the restoration of the riverway and wetlands to their natural state, and the sustainable development of human settlements.

The Forum reached a consensus on the legislation of the Grand Canal: “Yangzhou Initiative for the Legislative Protection and Law-based Administration of the World Canals,” which will be a contributor to the legislation process of canal cities.
